Help with baby bearded dragon not growing.?

I've had two baby bearded dragons for quite awhile. Luc i've had for roughly 1 year and Aeden for about 7 months. When I got Aeden he was the same size as Luc. Aeden doesn't seem to be growing or shedding. Luc has grown significantly and seems to be fitting the description of a normal baby beardie. Aeden isn't growing at all (he remains just under 5 inches) and he has never shed since I got him. When i purchased him he was in the middle of a shed and still has not finished it. His tail and neck still have the old skin. He isn't active but is eating. He doesn't seem to have a large appetite but will eat daily roughly 5 crickets. But Aeden is my third beardie and i've never seen a beardie eat so little daily. Luc shares the cage with him and he eats about 20-30 crickets a day. My other beardie who is in a different cage used to eat roughly 20-30 crickets daily when he was a baby. I also have noticed but am unsure if it's related that Aeden seems to always be looking down and has a very hard time looking up. He always lies on his stomach and seems to be generally weak. When he tries to go after a cricket he drags himself across the ground. The cage is perfect. Temps are fine and he is getting enough water. Does anyone have any ideas what might be wrong with him?
