What do you do if you were wrongfully fired then didn't get paid? Plus you were never given a W2 tax form?

Okay, so in a nut shell I worked for this guy for a total of two and a half weeks. In that time I kept bugging him for a W2 tax form which, he had promised me from the beginning. After numerous times of asking him, as well as noticing his acute anger issues, I realized I needed to find a different job. On my day off I posted a couple adds on craigs list looking for a new job. This guy apparently saw my adds on craigs list and proceeded to Fire me via email. I then responded by asking him when I would get paid. He responded telling me "as far as I am concerned you never worked for me kid-dont contact me again your messing with the wrong guy" not verbatim but basically to that extent. My father has been pushing me to contact the labor board, and try to do as much damage before small claims court, but Im not sure on how to go about these steps, along with this is Small Claims court the only way? he owes me aprox. $650.00. Please Help! Thanks.
