Would it not be more practical to approach airport authorities when Immigration officials drag their feet?

To me, as this whole process drags and draws onward rather senselessly and meaninglessly, certainly unnecessarily, it would be more useful to approach airport Immigration rather than Immigration officials who have the habit of dragging their feet and demanding outrageous sums of money to pay for their incompetence.
