Why do Mexican men hit on and ogle young girls as young as 11 or 12?

Don't be PC and say that any race will do this. Mexican is not a race it's a nationality. I've only seen Mexican men do this. American men would never do that because it's considered perverted and sick in American culture for grown men to hit on girls that young.
