I clean house for a guy who has no closets and way too many clothes.i need a serious workable solution.?

he's the type of person that if it doesn't get done oh well. i don't want to enable him, but at the same time he needs some answers and ways of organizing his over the top messiness. i don't have alot of money, but he's willing to pay for something tat will work. he doesn't want to hire a professional of course. but i'm fine with that because he's paying me. i need help!
